Barnett, 22, joins straight out of his hometown University of Charlotte, North Carolina, and will hook up with the Raiders for pre-season on September 3rd.
Coach Gavin Love told the Plymouth Herald: “Javarris is a very versatile player. He shows exceptional form from outside, but has the ability to operate down low.
“He’s very athletic, keen and excited to get over here and make an impact.”
Barnett’s arrival spells the end of Lehmon Colbert’s two-year spell on the south coast.
Love and the club had already confirmed plans to reduce the roster size from nine last year to seven.
Barnett said: “I am very excited to start my career off in such a great place.
“I have done a lot of research and am humbled to get the chance to play for Plymouth Raiders.
“The Raiders staff have welcomed me with open arms and I will do all I can to contribute to the success of the team. I have heard we have the best fans in Britain, so I am looking forward to witnessing that in person. I look forward to a great season and once again am excited to be a part of a winning program.”
He joins guards Jeremy Bell, Drew Lasker and Michael Ojo, forwards Colin O’Reilly and Anthony Rowe, and centre Matt Schneck on the Raiders roster.
